Delivering Enterprise-Wide Data Architecture for a National Tax AuthorityGovernment & Public Services

For a national taxation authority in Saudi Arabia, legacy systems and fragmented data governance were hindering digital modernization and audit readiness. A unified, enterprise-wide data architecture was essential.

The authority needed to align multiple departments and platforms under a central data strategy. Archisurance was engaged to lead a comprehensive data architecture program that would support tax operations, analytics, compliance, and digital transformation.

Challenge

With siloed platforms for ZAKAT, VAT, income tax, customs, and citizen data, the authority struggled to maintain consistent reporting, enforce compliance, and enable cross-departmental analysis. There was no central data model, limited data lineage tracking, and inconsistent standards for classification, access, and quality.

This engagement addressed three key challenges:

  • Lack of unified enterprise data model:

Each system had its own definitions for taxpayer records, transaction types, and filing statuses — leading to duplication and unreliable reporting.

  • No centralized data governance or lineage tracking:

Teams lacked visibility into data sources and transformations across platforms, increasing operational and compliance risks.

  • Limited readiness for analytics and AI enablement:

Without structured data pipelines or a semantic layer, business intelligence and AI projects were stalled by poor data quality and inconsistency.

Solution

Archisurance delivered a full-spectrum data architecture engagement aligned with DAMA and enterprise architecture best practices. We developed a centralized conceptual and logical data model, implemented metadata and lineage tracking tools, and established data governance frameworks with defined roles and policies. Semantic and analytics layers were architected to support real-time dashboards, audit automation, and AI-readiness across departments.

Results

With a common language for data across systems and departments, the authority was able to accelerate decision-making, improve audit reliability, and unlock cross-functional analytics. The new architecture positioned the organization for future AI use cases and seamless regulatory reporting.

By the numbers, the effort:

🧠 Enterprise wide standardized data model addressing the need of Taxation and Customs.

🔍 Implemented lineage tracking across 40+ data pipelines

📊 Enabled real-time BI dashboards for 5 departments

🔐 Formalized governance roles and policies for 100+ data assets.
